O1Ercr Dam & Irrigation Project ZCECE &CES * 1-Introduction 1.1 General Conventionally dam and irrigation operation needs a center for controlling its day to day activities. This helps for effective and efficient output of the project. Like any dam and irrigation project, this particular project also needs independent centers with sufficient infrastructure and facility for controlling the smooth operation of the dam as well as the irrigation task. Hence the relevance of providing working, living, and leisure and storage spaces for workers and visiting guests which are going to be using/working in the centers comes in to picture Thus such a facility is provable for the Erer dam and irrigation project. 1.2 Location of the Project The centres of the dam and irrigation areas are approximately 20km south-east of Harrer town, the project site could be approached from Harrar taking two different directions with two roads. One of them is the main Harrar-Jijiga road, which is an all-weathered road. This road is currently under rehabilitation. The orientation of the water storage (dam) area, and the command areas run a north to south direction where as there are hills and mountains running on either side of the above mentioned areas on the eastern and western side. Thus a valley is formed (figure 1). Annex G : Project Control Centres (PCC) / Final Detail Design Report /2009 1Ercr Dam & Irrigation Project ZCECE &CES .‘Ms EeFSSul Figure 1 showing position of the Error valley and Harrar town on the top north west In order to operate the dam and the irrigation areas efficiently after they are constructed, a proper building infrastructure and facility should be in place for proper functioning of the cnlrire project The location of building infrastructure and service centers considered necessary for the smooth operation of the dam and irrigation project more of less depends on the easy access to the basic infrastructural needs These are mainly electric power, telephone connection, availability of domestic water supply and access to circulation (roads). .Annex G Project Control Centres (PCC) / Final Detail Design Report 72009 2Erer Dam & Irrigation Project /CECE &CES 1.3 Scope of (lie Report This report covers in general civil works which includes architectural, structural, sanitary and , electrical works and in -site works of the compounds of the two command centers. It is planned in such a way that the design and construction of the buildings on the dam and irrigation command centers could be realized effectively It also tries to rationalize - 1 The very reasons for selecting plots from the total site which are suitable for civil construction 2 The allocation of functions and spaces in a particular plot and in relation to/with each other 3-Projcct control centers (PCC) design Annex G Project Control Centres (PCC) / Final Detail Design Report /2009 3Erer Dam & Irrigation Project /CECE &CES 2.0 The Design Concept 2.1 Type of project control centers (dam and irrigation) Both project control centers namely the dam control center and the irrigation control center exclusively have their own separate sites on their respective operation areas. The two project control centers take care of the activity as related to the dam and irrigation respectively. The sites for both centers are chosen by considering the proximity of each to their respective centers of activity. The Design consideration is the deign process generally can be stated as - • Allocation of similar functions near each other, hence a cluster of similar function buildings are designed together with their common spaces outside • The placement of blocks has a hierarchical order, i.e. offices and working areas are nearest to entrance gates, living quarters are a bit behind and other ancillary functions such as transformer house, generator house and the like are further behind in higher places for inspection, noise reduction coming from them and gravitational purposes. • Guest house, multipurpose hall, clinic are placed in the irrigation command center, as they are in need by the operations going on in the irrigation command center than the dam command center, hence some functions are stressed and placed in their respective sites, however this doesn’t mean that a particular function on one site won’t be needed by another, that is the main reason for having a road and other connecting infrastructure between the two sites. 2.2 Selections of PCC sites The darn and the irrigation Areas need their separate service centers with their respective working structure And there is a provision of small unit pump to support the continuous How of domestic water supply by pumping water from domestic water supply reservoir to Annex G Project Control Centres (PCC) / Final Detail Design Report 72009 4Erer Dam &, Irrigation Project /CECE &CES the elevated water tank in each PCC for further gravity command. Nevertheless as a mandatory basic outline the two areas has been identified as follows- There is a provision of a small unit of pumping to support the continuous flow of domestic water supply by pumping water from the domestic water supply reservoir to the devoted tank in each PCC for gravity command. 2.2.1 Dam Operation Center The dam area shall comprise space provisions for technical staff offices, maintenance areas, stores, generator, transformer and pump houses, and other ancillary functions which are the basic necessities of any dam The availability of a feeding road, electric power, telephone line and water is mandatory to the dam operation center. The center will be continently connected to the dam and its appurtenant structures site for ease of regular operation and during emergency. Hence for the above main reasons the compound for the dam command center has been identified adjacent to the dam location, hence proximity being the major critarea. This site will be with minimum site works, i.e. more flatter site and less expensive interms of sanitary works and domestic water supply aspects 2.2.2 Irrigation Operation Center Similarly for smooth operation of the irrigation area there shall be buildings and structures which shall house offices, nursery sheds (optional in this case), and tractor sheds, administration offices, stores, garages, pump houses and the like. It should be noted that such functions of the center could be used by the organization that will run the irrigation farm and also by the beneficiary farmers. The maintenance of the above buildings should Annex G : Project Control Centres (PCC) / Final Detail Design Report 720 09 5Ercr Dam & Irrigation Project /CECE &CES f Similarly for smooth operation of the irrigation area there shall be buildings and structures which shall house offices, nursery sheds (optional in this case), and tractor sheds, administration offices, stores, garages, pump houses and the like. It should be noted that such functions of the center could be used by the organization that will run the irrigation farm and also by the beneficiary farmers. The maintenance of the above buildings should not be difficult as the construction is envisaged using standard building materials available in the market. It is very essential to have a road for smoother transportation of inputs and products of the farm in and out of the area However the availability of electric power infrastructures is also crucial for the smooth operation of the center. The other main character of this area is that storages of raw materials and agricultural products should be provided with ample spaces Hence the above reasons impose a significant requirement in selecting a more flat surface adjacent to the proposed road and infrastructure for both centers. structural, sanitary and electrical. 2.4.2 Design Considerations Reasons for architectural design and planning of blocks relies on the following main points a) Duplicability The similarity and simple structural layout and measurements of most of the blocks on both sites brings out easier way of duplicability of some of the buildings This will yield a very high advantage of construction.cost reduction. Annex G : Project Control Centres (PCC) / Final Detail Design Report /2009 16Ercr Dam & Irrigation Project ZCECE &CES In addition to cost reduction, for further expansion possibilities, duplicability plays a major role in adding additional blocks on the site or any other place on the dam or irrigation area. Other building elements such as windows, doors, wooden trusses and many others have been purposely done uniform and similar in many buildings for duplicability as well as economical reasons. b) Ease of construction and maintenance All blocks are single story, and most of them are easier to construct even by the locals with minimum construction knowledge Further easier maintenance of blocks by locals on any parts of the buildings is also another major reason in the ideology of the architectural as well as the other design aspects. c) Material availability The proximity of the site to Harrar town and Jjijiga enhances usage of building materials such as hollow concrete blocks, corrugated sheets and wooden parts. d) Inter-relation of functions The other major factor in the planning as well as the design of the blocks is determined by how strong a relationship existes between functions, this leads to placement of functions closer to a more needed space, be it on the site or inside individual blocks. Provision of proper sized internal roads also plays a major role in connecting functions and blocks in the site with minimum economy. e)Cost minimization/minimum cut and fills Though the cost of materials fluctuates everytime,cost minimization of construction of the blocks can be achieved through the reduction of cut and fill areas during erection of individual blocks This was one of the main reasons mentioned in selection of compound areas for both centers Annex G : Project Control Centres (PCC) / Final Detail Design Report /2009 17Ercr Dam &, Irrigation Project ZCECE &CES f) Space efficiency The provision of adequate and efficient spaces for functions is another factor in architectural design principle. It has been tried to avoid unnecessary spaces and corners in buildings Site planning of the two command centers- g)Site layout Plan for Irrigation Command Center The idea behind the planning of the irrigation command center is separation of living quarters and working spaces (see figure 2). The working quarter has been allocated on the east side of the plot whereas the living area on the west. The newly designed main road shall be diverted towards to the east side of the plot for easy access and circulation. The other planning principle of the living quarter is providing common areas such as parking spaces, kitchens, toilets and greens between blocks. General services and amenities such as pump house, transformer house and generator house have been places with maximum distance in the plot for noise and other hazardous reasons.
