Bilate River Basin Irrigation Development Summary

Bilate River Basin Irrigation Development Study

Document No.: RVLB Project Document No. 7

Prepared by: WRDA/FAO

Date: May 1986

Executive Summary

The Bilate River Basin study evaluates irrigation development potential in Ethiopia's Rift Valley, covering 5,650 km². The basin is divided into three sub-basins (Upper, Middle, Lower) with varying agricultural potential. The study examines existing irrigation schemes, potential expansions, and proposes dam construction options to support development.

Key Findings

1. Basin Characteristics

  • Location: Between 6°35'-8°05'N and 37°45'-38°20'E
  • Area: 5,650 km² with elevation from 1,180m to 3,280m
  • Sub-basins:
    • Upper Bilate: Mountainous headwaters with Boyo Swamp
    • Middle Bilate: Alaba Kolito plains with rainfed agriculture
    • Lower Bilate: Alluvial plains with existing state farms
  • Hydrology: Mean annual runoff varies from 175mm (Upper) to 129mm (Middle)

2. Existing Development

  • 3,000 ha (net) currently irrigated in Lower Bilate
  • Major schemes: Bilate State Farm (Units 1-3), Tobacco Plantation, Abaya State Farm
  • Poor system maintenance leading to inefficient water use
  • Current water demand: 27.5 million m³/year

3. Potential Development

Location Potential Area (ha) Key Considerations
Middle Bilate (Alaba Kolito plains) 2,000 Undulating terrain limits irrigation potential
Lower Bilate (Bilate SF/Tobacco expansion) 1,000 Limited by soil infiltration rates
Lower Bilate (Abaya SF expansion) 4,200 Good soils but requires drainage management

4. Storage Requirements

Additional irrigation development requires river storage:

  • Middle & Lower Bilate development: 80 million m³ storage
  • Lower Bilate only: 50-60 million m³ storage

5. Dam Options

Option Location Storage (million m³) Estimated Cost (Birr million)
Boyo Dam Bilate River outlet 80 4.25 (plus 3.0 compensation)
Ropi Dam Bilate River (40km downstream) 60 16.1
Dendo Dam Bilate River (55km downstream) 50 13.8 (plus 0.3 compensation)

6. Development Options

Option Description Capital Cost (Birr million) Annual Cost (Birr million)
Option A Middle + Lower Bilate development (Boyo Dam) 73.8 1.879
Option B Lower Bilate only (Boyo Dam) 51.0 1.130
Option B Lower Bilate only (Dendo Dam) 60.85 1.256

Recommendations

  1. Rehabilitation of existing irrigation systems is prerequisite for any expansion
  2. Storage dams required for reliable water supply to expanded areas
  3. Option A (Boyo Dam) provides most comprehensive development but highest cost
  4. Option B (Dendo Dam) offers focused Lower Bilate development at moderate cost
  5. Detailed topographic and soil surveys needed before final implementation
