Project Overview
The Tana and Beles Integrated Water Resource Development Project (TBIWRDP) is an initiative by the Ethiopian Ministry of Water, Irrigation and Energy, operational since May 2008. The project focuses on integrated planning, management, and development in the Tana and Beles Sub-basins to accelerate sustainable growth.

Focus of This Document: Sub-Component B1 - Watershed Management
This Terms of Reference focuses on the Natural Resources and Socioeconomic Impact Assessment for the Watershed Management sub-component (B1), which covers:
- 85,026 hectares in Ribb, Gumara, and Jema watersheds
- 35 kebeles across 5 woredas
- Estimated population of 180,189
Objectives of the Impact Assessment
- Evaluate impacts and changes over 6 years of project intervention
- Identify lessons learned and good practices
- Demonstrate the importance of Integrated Watershed Management
- Provide data for decision-making about scaling up the project
Methodology
Natural Resources Impact Assessment (NRIA)
- GPS inventory of land management practices
- Digital mapping of treated/non-treated areas
- NDVI analysis for vegetation cover changes
- Soil erosion rate comparisons
- GIS mapping of infrastructure points
Socio-Economic Impact Assessment
- Household surveys using same sample as baseline
- Focus group discussions and key informant interviews
- Comparison of project vs. non-project (control) areas
- Analysis of changes in income, food security, productivity, etc.
