1. General Context
Legal and Institutional Framework
- Proclamation 534/2007 establishes River Basin Authorities with powers to collect and manage water resource data
- Multiple stakeholders involved including MoWE, NMA, GSE, EPA, and regional bureaus
- Current system shows gaps, overlaps and duplication of efforts in data management
Stakeholder Needs
- Strong demand for improved hydrological, meteorological, water quality and environmental data
- Need for better coordination between institutions
- Expectations include real-time data, historical archives, and decision-support outputs
2. Hydrological Information System (HIS) Framework
- Comprehensive system needed for surface water, groundwater, meteorology, water quality and ecology
- Network design considers both base stations (long-term) and secondary stations (short-term)
- Proposed as pilot for eventual basin-wide implementation
3. Key Monitoring Networks
Hydrometric Network
- Currently managed by MoWE Hydrology Branch Offices
- Recommend transferring responsibility to Abbay Basin Authority (ABA)
- Proposed business process includes data collection, validation, processing and dissemination
Meteorological Network
- Currently exclusively managed by National Meteorological Agency (NMA)
- Recommend maintaining NMA responsibility with improved data sharing agreements
Groundwater Network
- Currently no systematic monitoring
- Recommend assigning responsibility to ABA with technical support from Groundwater Directorate
Water Quality Network
- Proposed joint management between ABA and reference laboratories
- Includes steering committee, training programs and quality control measures
Ecological Monitoring
- Proposed virtual expertise units combining ABA and research institutions
- Covers aquatic ecology, terrestrial fauna/flora, land use, soils and air quality
4. Proposed Institutional Arrangements
- ABA to serve as central hub for basin information management
- Sub-Basin Branch Offices (SBBOs) to handle local data collection
- Memoranda of Understanding needed with all data providers
- Clear business processes defined for data flow and quality control
