Carl Bro in Ethiopia
Carl  Bro  has  been  working  in  Ethiopia  since  1996
chiefly  with road projects. Due to Carl Bro's increased level of activity in Ethiopia, it was decided to establish a permanent office in Addis Ababa, to be able to render a close support to the projects and to ensure a continuous liaison with the clients.
The permanent office was established in 2000, and is a valuable support to the different ongoing projects.
The office is  fully  equipped with a network  of computers, printers, fax, photocopier, scanner, internet etc. Vehicles purchased and owned by Carl Bro are also available.
Amicable relations, based on working experiences
obtained  from  already  performed  projects,  have  been  established  to  a  number  of  Ethiopian  firms, ensuring access to local knowledge and procedures.
Carl Bro is currently involved in the following projects in Ethiopia:
•      Assosa - Guba road project - Tender Assistance and Evaluation, after Detailed Design for 220 km of gravel road located in the western part of Ethiopia including a new' bridge across the Blue Nile (Financed by Nordic Development Fund)
•      Babile - Fik road project - Tender Assistance and Evaluation, after Detailed Design for 140 km gravel road located in the Somali region (Financed by Nordic Development Fund)
•      Modjo - Awash Arba Construction Superv ision  of the rehabilitation  of 160 km road (Financed by World Bank)
•     Procurement of Road Maintenance Equipment (Financed by World Bank)
•       Establishment  of  a  Geographical  Information  System  of  the  Ethiopian  Road  Network  and  a Performance  Management  and  Monitoring  System  for  ERA.  (Financed  by  Nordic  Development Fund)

Detailed Narrative Description of Project:
The objective of the projects first phase was to elaborate detailed programmes for two restoration activities (biomanipulation and oxygenation) of Lake Fure identifying precise technical measures, methods and concrete investments needed leading to the achievement of the environmental objective for the lake (high status), and the requirements specifying this objective. On the basis of descriptions of the present ecological, hydromorphological and chemical status of the lake and analysis of the catchment area a list of potential technical methods, the establishment of operational facilities and performance of the activities including needed investments were elaborated
The objective of the projects second phase is to provide general consultancy services to the client in the implementation phase of the restoration activities. The objective of the 5-year project is to ensure the restoration of Lake Fure is carried out according to the detailed restoration programmes, however incorporating best practise and gained experience. The project includes activities such as
- Elaboration of EU tender documents on biomanipulation and oxygenation - Contract negotiations and contracting
- Supervision and inspection of contractors
- Progress reporting incl. budget
- Annual reporting on Lake Fore’s present status.
Detailed Description of Actual Services provided by our Company:
- Analysis and reporting of monitoring data for Lake Fure. Data included analysis of the lakes water supply and removal (water balance), the transport of nutrients, water chemical, physical and
biological conditions, including phyto- and zooplankton and fish investigations
- Description and evaluation of potential restauration measures and their cost.
- Detailed technical description of a set-up for lake restoration by oxygenation and biomanipulation
- Establishing the most cost-effective set of measures to realise the objective of the lake.
- Elaboration of tender material in line with EU tendering rules for lake restauration by oxygenation and biomanipulation of the fish populations of the lake. Primary target fish species are roach (Rutilus rutilus) and bream (Abramis bramis); secondary target species are bleak (Alburnus albumus), rudd (Scardinius erythrophthalmus), ruffe (Gymnocephalus cernuus) and perch fry (Perea fluviatilis)
- General consultancy services to the client on contract negotiations and contracting
- Supervision and inspection of contractors. Best practise and gained expenence is on a contious basis incorporated into the project as it gradually progresses during the 5-year project period
- Monthly progress reporting to the client on status in the restoration activities incl budget reporting during the project period.
- Annual EU-reportmg evaluating progress in the restoration activities and Lake Fure’s present status regarding the chemical and biological effects of the restoration activities

The specific objective of the projects is to gain knowledge of the individual lakes and to compare data to other lakes to implement appropriate actions to improve the environmental status in the lakes
Detailed Description of Actual Services provided by our Company:
Services provided as follows
• Monitoring of Phyto- and Zooplankton in more than 40 lakes, including microscopic identification, counting and measuring, dataprocessing and reporting biomass, diversity and ecological interactions and indicators.
• Identification of toxic bluegreen algae and reporting in relation to bathing water quality and health
risk.
• Monitoring of macrophyte vegetation in lakes, including sampling, identification, estimation of abundance and coverage, dataprocessing and reporting status, development and ecological
indicators.
• Monitoring of bottom sediments in lakes including sampling, depth fractioning, chemical analysis and dataprocessing Reporting with focus on sediment growth and dynamics, phosphorus concentration, mobility, total pool and estimate of internal loading.
• Monitoring and calculation of water balance of the lake, calculation of mean water retention time
• Reporting of whole lake status integrating biological, physical and chemical monitoring data with calculated water and nutrient loading budgets to describe possible cause-effect relationships and the general state and development of the lake environment.

South Africa has developed a new water policy and associated legislation, which will ensure that everyone has equitable access to water, the productive use of water in the economy is encouraged, and the environment is protected.
The National Water Policy is founded on the concept of 'Integrated Water Resource Management on a Catchment Basis. It envisages a formal and decentralised catchment management process, which is a new concept in South Africa. This requires facilitation, familiarisation and training of water related stakeholders
DANCED provide technical assistance to DWAF for the development of IWRM-strategies and guidelines to promote sustainable integrated catchment management. The strategies and guidelines will be implemented and tested, together with the catchment management institutional structures, in three water management areas selected to include a variety of both natural and socio-economic conditions.
The project comprises three interdependent components:
1. The development of institutional arrangements and guidelines for IWRM
2. The development of strategies and systems for the sustainable management of groundwater resources, as part of IWRM

Horticulture is one of the fastest growing subsectors of Kenya’s agricultural sector and one of the
most important foreign exchange earners. In addition to the large-scale producers of cut flowers and exotic fruits, there is a vast number of small-scale producers (approx. 1.8 million) of vegetables for
export. The sub-sector has continued to attract and to create employment on farms and related agro industries. With the objective of addressing the constraints faced by small-scale producers and

The training is related to the process of elaborating an environmental action plan and using the ’just-in- time principle so the tailormade training courses are held when appropriate according to the work on the EAP. 1997 Assessment of the 600mg/l TDS dilution option for the Vaal River system
Salinity in the Vaal River system has major implications for many of the water users in the system. DWAF has consequently decided to dilute the river by controlled releases of better quality water from upstream impoundments. However, it is important to optimise this process, to minimise water wastage. This project evaluated the success of the 600 mg/l option after its implementation, and assessed whether future implementation of the dilution option was viable. (Project Team Leader)
1996-1997 Water Law Review
Part of the Water Environmental Quality Policy core team, outlining a new policy for the protection of
the water environment in South Africa to serve as input to the drafting of the new National Water Act. Particular involvement in this project included the formulation of the source-directed management ap proach to managing both point and non-point sources of pollution. This approach entailed an evaluation of international and local experiences with respect to managing water pollution at source, and the inte gration of these with South Afncan experiences and existing policies This work has subsequently been included in the National Water Bill, and has contributed towards the current policies toward water qual ity management in South Africa. 1995-1997 Development of a suite of models to assess the load impact on Lake St Lucia Water resources development of the Lake St Lucia catchment has altered the freshwater inflow regimes of
the lake. This has a number of detrimental effects on the ecology of the lake. This project required the development of a suite of models to assess the impacts of water resources development on the lake ecosystem. The WRSM 90 and Mike 11 models were used to simulate fresh- and sea water inflow to
the lake, and an in house advection/dispersion model was written to simulate the salinity response of
the lake. The interaction of salinity and the lake ecosystem was simulated using an expert systems model. An Ecosystem Response Index was developed which integrates the effects changing inflow has on the lake ecosystem. The suite of models has been used to assess the nsks of water resources de velopment on the lake ecosystem. The models can be used within the formulation of an Integrated Wa ter Resources Plan for the Lake St Lucia catchment, which addresses the needs and water demands 
of the population of the catchment while ensuring the sustainable health of the lake ecosystem This project has contributed in part to the ongoing formulation of policies toward the protection of the water environment in South Africa. 1996-1997 Analysis of the Zwartkops River catchment
This project was undertaken after the further evolution of DWAF s approach to catchment management. The study was based on the UK National Rivers Authority approach, where one year of intensive study was used to identify the water quality, developmental, socio-economic, and water quantity issues. These issues were then captured in a short succinct report which clearly outlines a course of action This study required frequent interaction with a Catchment Advisory Committee made up representatives of all the major groups in the catchment (industry, recreational, natural environment, people in the catchment etc ). The recommendations aimed to address each of the stakeholders issues, and to identify the causal factors behind these issues so as to identify appropnate management options The final report was very well received by all parties, in spite of the fact that many of the issues were conflicting (Project Team Leader, Chairperson of the Water and Environment Committee) Client: Eastern Cape Regional Office Input: 3 man-months.
1996 Development of a plan to manage the water supplied to irrigators in the Douglas-Riet irrigation area. This project entailed the development of operational rules for an interbasin transfer which was designed to supply irrigation water to farmers along the lower Vaal River This was done by modelling the salinity of the system and the effects of imgation return flow on the salinity of the river The salinity requirements of the farmers were determined by analysis of the soil types, method of irngation and crop types This was used to establish salinity objectives for the river New operating rules for the system were designed and put in place to meet these objectives. 1996 Development of a Toxic algal monitoring programme for South Africa.
This project entailed the development of a toxic algal monitoring programme for South Africa, by drawing on the best elements of both the UK and Australian programmes. This programme was consequently tailored to the economic and environmental conditions in this country, and allowed for a wide coverage and detection of risk without significant costs. This was done by modifying the analytical methods, and varying the intensity of monitoring according to the use of the water body, and previous blooms of toxic forms. (Project Team Leader). 1996-date. Development of a Non-point source assessment guide
My role in this project was as part of the core project team, primarily responsible for the integration with water quality management policies I also act as the editor for the case studies papers which use the guide. This project has been funded by the Water Research Commission, and was aimed at develop
ing a guide to assist in the quantification of contributions made by non-point pollution sources to water quality problems in catchments in South Africa. The project has focused on a national situation as sessment of the extent of non-point source related problems in the country. Pilot projects are currently underway to develop methods to assess the contributions made by dense urban settlements in the Zwartkops catchment (mostly microbiological and nutrient related problems), and to assess the contri butions from different land uses in the Olifants catchment to the total sediment loads in the catchment. (Part of the Core Project Team - Production of the case studies report.) Client: Water Research Com mission. Input: 4 man-months.
1994 Development of a monitoring programme to assess the effects of Acid Mine Drainage on the water quality and ecosystem health in the Klipspruit The Klipspruit in Mpumalanga Province experiences severe Acid Mine Drainage problems. Much of this AMD comes from mines which were abandoned before the promulgation of the Water Act of 1956. As such the responsibility for pollution control lies with the Department of Water Affairs and Forestry. DWAF has accordingly built a treatment works to trap and treat this AMD. I lead a project aimed at developing a monitoring programme to assess the efficacy of the treatment works with respect to the water quality and ecosystem health further downstream. Client: Water Quality Management. Input. 2 man-months.
1990-1997 Various Waste Load Allocation Studies
As part of DWAF's Receiving Water Quality Objectives policy, I have undertaken a number of studies aimed at identifying the impacts of various land use activities the quality of the receiving water environ ments This information has been used to formulate permit conditions for a number of both point and non-point source dischargers These include (but are not limited to):-
1) The identification of the total allowable diffuse salt load reaching the middle Vaal River from mines in the Orkney Stilfontein area. This project included the use of the QUAL2E model to calculate the total non-point source load of salts from the mining area to the river. The study also included an assessment of the current and desired water quality status of the river, to identify suitable water quality targets. The required reduction in point source loads was then calculated.
2) Assessing the impact of a treated sewage discharge on the ecology of the Mzmtlava River. (Impacts on the aquatic ecosystem were assessed using the SASS4 biomonitoring protocol Lowered instream ecosystem health was associated with the eutrophication of the river Modelling of the water quality of the river indicated that recovery distances for nutrients in the river closely followed recovery of the in- stream biota. This allowed the calculation of appropriate discharge standards
3) The impact of a 1 mg/l orthophosphate standard on eutrophication related water quality in the Roodeplaat and Klipfontein Dams was assessed in two separate projects This was done by developing a impoundment eutrophication model based on the OECD model principles. The implementation of nutrient removal programmes by the treatment works in the catchment was evaluated, and the effect on impoundment quality was assessed using the model. Non-point source contributions to the im poundments were also calculated, and the likely increase in non-point source contributions was also factored in This allowed recommendations for additional nutrient removal programmes for both point and non-point sources in the catchment.

study entailed close liaison with both water users and polluters in the system to determine their respective needs. The users and polluters consulted included industries, irrigators, urban areas, sewage treatment plants, potable water treatment works, and recreational users. The idea was to identify the major water quality problems in the catchment, and the origins of these problems. This information was used to identify a plan of action for managing the water quality of the system. This work represented one of the first attempts at catchment management in South Africa. 1990 An assessment of the origin of iron and manganese problems in the Misverstand and Vygeboom Dams
Power Stations in Mpumalanga Province were experiencing problems associated with the iron and manganese concentrations in the water supplied for cooling purposes. This study aimed to identify the origin of the problem and to make recommendations regarding potential management options. (Project Team Leader). Client: Highveld Regional Office. Input: 1 man-month.
1986-1989 Development of a Strategy to Manage Eutrophication in the Middle Vaal River
This project involved developing an understanding of the factors leading to eutrophication of the middle Vaal River, and then to develop a plan to address these issues. This project was done in association with the CSIR, and was undertaken in three phases. Phase 1 was a Situation Analysis to determine want caused the problems in the system, and the contributing factors. Phase 2 Involved the calibration of a nver eutrophication model on the system, and Phase 3 use the model to develop management scenanos. The approach used was to develop a monitoring programme for eutrophication related variables, which ran for the duration of the project. These data were used to develop an hypothesis of the causes and timing of algal blooms in the river. The QU AL 2E model was then successfully calibrated on the system, and used to assess several management scenarios for the system. 1985 Assess the effects of an inter-basin transfer of the Yellowwoods River
The objective of this study was to assess the effects of a test release of water via the Amatole Interbasin Transfer on the water quality and ecosystem health of the Yellowwoods river and Laing Dam This information was to develop and operating plan for the transfer scheme which minimised the negative impacts and maximised the potential benefits of the releases. A number of teams (ecological, social, water demand and water quality) teams formulated their ideal transfer hydrographs. These were then combined into an operating strategy. 1984-1986 Assessing techniques for the Remote Sensing of Algae in Water
This project entailed looking at advantage and disadvantages of several different remote sensing plat forms which may be used to quantify algal concentrations in inland waters. The platforms looked at were LANDSAT MSS, LANDSAT TM, SPOT, DEADALUS scanner, and AERIAL PHOTOGRAPHY.
