Baro-Akobo River Basin Integrated Development Master Plan
Prepared by: TAMS-ULG Consultants for Ethiopian Ministry of Water Resources (1995-1996)
Executive Summary
This master plan evaluates three high-priority water resource projects in Ethiopia's Baro-Akobo River Basin:
- Geba Hydroelectric Project (170 MW potential)
- Gumero Hydroelectric Project (50 MW potential)
- Itang Irrigation Project (53,147 ha irrigable area)
1. Background
The study was commissioned to assess water, natural and social resources development potential. Key limitations included outdated (1977) 1:50,000 scale topographic maps and lack of recent geotechnical data.
2. Geba Hydroelectric Project
Key Features
- Location: 60 km east of Gore on Geba River
- Components: Storage dam + two downstream power plants
- Capacity: 112 MW (Diversion 1) + 72 MW (Diversion 2)
- Annual Energy: 962 GWh (firm)
- Reservoir: 66 km² area, 792 mcm active storage
Economic Analysis
Metric | Value |
---|---|
Construction Cost (1996) | $252.76 million |
Energy Cost | $0.038/kWh |
Internal Rate of Return | 16.4% |
3. Gumero Hydroelectric Project
Key Features
- Location: 27 km west of Metu on Gumero River
- Staged development potential (12 MW + 18 MW + 20 MW)
- Annual Energy: 271 GWh (firm)
- Reservoir: 37 km² area, 244 mcm active storage
Economic Analysis
Metric | Value |
---|---|
Construction Cost (1996) | $99.78 million |
Energy Cost | $0.049/kWh |
Internal Rate of Return | 11.4% |
4. Itang Irrigation Project
Key Features
- Location: 30 km west of Gambela on Baro River
- Net Irrigable Area: 53,147 hectares
- Main Crops: Sugar cane (40%), diversified rotation (60%)
- Water Source: Itang Dam reservoir (139.4 mcm active storage)
Project Components
Component | Description |
---|---|
Main Canal | 53 km long, capacity 10.5-58.5 m³/s |
Secondary Canals | 12 canals, 87.3 km total length |
Drainage System | Main drain (13 km) + secondary drains (79.7 km) |
Key Recommendations
- Proceed with feasibility studies for all three projects
- Conduct updated topographic surveys and geotechnical investigations
- Prioritize Geba Hydroelectric Project for ICS integration
- Develop Gumero Project in stages matching regional demand
- Implement Itang Irrigation with phased sugar cane development
