1General
The Interim Reports, consisting of Two Volumes and 32 Annexes, have b«n submitted Io die project office in July  1996. 28 National Steering Committee Members  from 5 Ministries, 13 Authorities  and 2 Regional States have participated for the Review.
This report comprises of the decisions made and agreements reached on the Questions, Suggestions 
and Queries presented by ific Steering Committer on the 9 * August, 1R96. which was heid in
Nazereth.
Invitation to attend this discusiion was made to nil members ot the Steering Committee. but lew
have participated in the discussions f Ref. Annex I lor lhe list of participants).
The Comments,. Questions, Suggestions and Queries of the Steering CommitiEe prepared in six groups have been presented to the Consultants well ahead of this meeting, i.c. on Friday August 1996
The TA MS-LILG Project manager Dr. Gerard Chetboun. The TAMS Consulting Inc. president Mr.
Eric Cole and other 3 sectoral study group leaders from the const! Il ing side have al tended the
discussion.
The Chairman has inirndneed the Consultants and Steering Committee Members
Discussion of the procedures tn he adopted throughout the meeting was made and a sector by sector discussions on all the 6 group studies was accepted
The six groups hy which the Steering Committee was grouped, in order to evaluate the report is presented below.

All the Group secretaries ha^e presented their corresponding group comments and discussions. A reply have been given to all the raised issues by the consultants.
1 he overall discussions on the comments of the Steering Committee was conducted for two consecutive days i.e. from 19 to 20 September, 1996 at rhe Central Shoa Hotel (for the 19 September discussion) and The MWR Conference Hall (for The 20lh September discussion)
The Steering Committee Resolutions of the six working groups have been read. It was said that the study and the standard of the study made was found to be to the required standard but the inclusion of the Interim Report comments to lhe Draft Master Plan Reports was agreed to be a mandatory.

The national Steering  Committee which  comprises of professionals from 16  Minislerial Organization,  Authorities and  Institutions have reviewed  the Interim Reports of the Haro Akobo Master Plan from August 2nd to 10th . 1996 (Humic 26 to Nahassic 4  t 1988 R.C). The review was made in  Adam a Has,  Nazareth  Oromia region.  On  the then  resolution, because the Consultant was represented by only one specialist, it was decided to postponed (he review meeting  for ano  (her convenient time when  the Consultant is represented  by representative discipline of specialists, before his submission of his draft master plan report.
Accordingly, the review meeting was made on September |9lh and 20^ 1996. Hie Steering Committee made sector by  sector discussion  on  all the comments and  has forwarded  the following resolution:
L       Natural Resources
A.      Land Evaluation
Adequate responses were given to all comments and an agree’me nt was reached from rhe Consultants side to give further elaboration where it is applicable.
B.       Geology
Concerning Geology, the structure part of the study is suspended because we could not come in agreement with the Consultant. Therefore, it needs discussion with the project office. The committee feels that it is very important issue for master planning purpose. Therefore, either it should be back referenced or it has to he dune.
C.       Minerals
Generally  all  comments  were  accepted  but  need  further  elaboration  for  clarity purposes.
D.        Forestry
Most of the comments in forestry sectoral study focus on the availability of reliable resources data base,  I he Consultant clearly  indicated  that two  number previous studies together with the Woody Biomass project study result will he the base. In general most of the comments were accepted and lhe other were agreed to be further elaborated.
E.        Wildlife
Regarding comments in the field of wildlife sectoral study the Consultant accepted all comments to be incorporate in the final report. The Consultant has also acknowledged in that most of the comments were constructive and informative.F.        Tourism
All  common.  in  the  tourism  sectoral  study  wmr  well  taken  by  the  Consultant. Question number 12 was considered to be beyond the TOR
G.        Renewable Energy
Most nf the comments were accepted and some were taken to be further elaborated The use of coffee husk and fuelwood for power generation was not accepted tor the reason  that it consumes considerable energy  to  manufacture them.  Instead  e Consultant proposed  mini and  medium scale hydropower.  Finally  ihc committee suggested  to  (he Project office,  to  make arrangement for a special meeting with the expert who  commented  on  renewable energy,  for further discussion  to  get a better understanding on some the reply made.
2 Agricultural
fhe Consultant accepted all the comments made by the group members and agreed to review the contents of the annexes in lights of the comment made.
3* Socio-Economics
A. For the questions and comments wc forwarded, the Consultant group have totally 
agreed on issues raised and have promised to fill the gap. and in fact they have stated 
that they have started working on some of the comments Therefore, the group is more
□r less satisfied with the work done. The committee looks forward on the results of the final draft master plan.
B. The Consultants group agreed to treat, the indicators for adequate social services
which was supposed to have been considered during the interim report. The socio economic group strongly suggest this subject should be included in the draft final
master plan report.
4.        Environment
I  he  general  comments  given  by  the  Steering  committee  have  been  completely accepted by the Consultant and promised to up date the report accordingly. Regarding question  on  specific  aspects  few  of  them  were  not  accepted  by  the  Consultant,  and after  thorough  discussion  the  Steering  committee  was  convinced  on  the  reply  given by the Consultant. All the questions related to the health aspect have been referred as relevant and appropriate by the specialist and are accepted to be covered in the report
The  environmental  group  is  satisfied  with  the  answer  given  bv  the  environmental specialist
5.    Water Resources
On the hydrogeological part of the study, she committee has requested for the preparation oi a standard hydrogeological map at a scale of 1:250,000 for the entire basin from the already existing works.

1, Scale of geol. map (1:1,750,000) is very small such that most of the geological
information produced in the 1:250.000 are going to be missed. So 1,-50000 scale geological map is recommended.
C.Rep...           The map will be prepared in 1:250,000 scale.
2. Fault and mega scale structures and their trend are not included in the map.
C.Rep...           This will be shown in the J:250,000 scale map.
3. If the map can he produced at 1:250,000 scale it is also recommended to have one or
two geological cross-section on the map.

Mineral Resources
Ml The report on the mineral resource of Baro-Akobo basin would have been much 
more illustrative and understandable, if it was accompanied by Mineral resource
map possibly the same scale as geological map. This might show different types of mineral deposits and mineralized zones.

The previous steering committee had forwarded a comment that lack of data that it
will be constraint to any planning of the development of mineral resources in the
basin Is there any measure taken to alleviate the problem which was pointed out by 
the previous steering committee?

MS The methods to asses the mineral resources data of the basin is not discussed.
C.Rep...            The assessment of the mineral resources data was carried out in the same manner as that of the geological data. The available reports and maps were studied and evaluated.

It must be clear that it is always difficult to  recommend  a second  stage study  program based  on  some body  else work.  Is there at least orientation  survey  is made before the follow up program is commenced.

the previous studies* we have to stich to them. Professional
assessments was also made by experts.
M6  In  the  report  the  reserve  estimates  for  the  different  minerals  in  the  basin  is
indicated.  However,  no  detail exploration  activity  including  drilling,  trenching, pitting,  etc.  has been  conducted  so  far,  and  it is true that this is a variation  in  the amount of minerals and  grade produced  each  year,  upto  the present,  and  the data indicated  are mostly  10  years old  and  the reserve estimate can  not stand  for the future master plan program. Therefore the options should be reconsidered, if possible.

There is no  a “Forest Resource usage Department" within  the Forestory  & Wildlife Conservation  and  Development Department.  It is a forest utilization  section.  It should  also  be noted  that the Regional Beauros are the one’s which  give forest utilization  permits presently and not the state forest Department.

It is true that this task  is difficult as such  a study  needs a long  time- series measurement results However,  for the master Plan  preparation  purpose indicative figures from other African  countries (Uganda,  Tanzania) which  are under use in  Ethiopia by  different forestry studies,  could  have been  used  and  conduct extrapolation  rather than  excluding  the section  xs impossible.

of the ARDCO-GEOSERV.
(ii) Stand-vnlume:-
The study  of the ARDC0-GEOSERV low intensity  sampling  result gives indicative figures on  the existing  stand  volume of the basin  It is true that this data could  be out-dated  xs there is a dynamic change from time to  time not only  in  the basin  but for the whole country  in general.
Therefore.  it is believed  that tor the development options staled  in  the report,  the existing forest area coverage,  condition,  utilization  trends,  etc should  be clearly  known.  Tn  this regard either the previously  conducted  study  results should  be used  as a base or additional inventory using  a recent imagery  should  be conducted  as also  commented  in  the inception  report review

It is true that there are difficulties in obtaining reliable figure on the existing plantation in the
country. However. at least indicatee figures could be obtained from Regional. Zonal and 
Worcda Ministry of Agriculture offices using a pre-prepared format to make this study 
complete.

The lack  oF proper forestry  policy  and  land  tenure system had  resulted  in  the alarming reduction  of the country's forest resource base This part needs detailed  explanation.  Previous policies should  be reviewed,  their draw-back  should  be clearly  shown.  Questions like,  are the development options proposed  in  the master plan  parallel with  the existing  policy  should  gel an answer. If possible the review of the new draft forestry policy is recommended

Six  development  options  are  listed  under  this  section.  The  project  area  is  known  to  have  8 
saw-mills presently  under operation.  The Sigmo,  Sctema.  Godcrc and  Bee ho  forests arc presently  one of the main  sources of log  for lumber production.  This study  should  give an answer to  how long  do  these forests serve saw-long  for these saw-mills,  what w ill the future forest utilization  look  like,  how much  industrial plantations should  be established  to  satisfy the need of the saw-mills which will of course be based on the future lumber demand.
Another  point  is  the  demand  of  fuel  wood.  Whai  is  the  present  fuel  wood  demand  of  the  basin, what are the sources and what the future afforestation programme look like?
The report slates th a l disturbed forests will be rehabilitated, abandoned lands will be
reforested and so on. Is it not possible to show the aerial coverage of the basin’s disturbed 
forests, abandoned areas to be reforested and its future implementation programme?

The master Plan  is dealing  with  major development projects such  as dams,  reservoirs, irrigation,  drainage and  flood  control.  According  to  the World  Bank  Guidelines for Environmental Assessment,  used  by  the consulting  firm,  these are categorized  under projects that need a full Environmental Impact Assessment (EIA).
Given  this,  fur the Interim Report a sort of regional approach  has been  used  which examines types of components as development interventions rather than  each development project such as dams and reservoirs etc.
Other reasons such  as covering  large area,  its vast number of components,  time constraints,  etc.,  has been  given  as excuse for not following  the second  approach,  which is conducting EA (Environmental .Assessment) for each project type.
If so is tlie case, this document on environment is of a more general type which can only serve as a reference to  check  whether any  particular activity  will have a positive or negative impact and what would be the possible mitigating measures.

The Consultant has used data from previous studies to prepare the master plan for the Baro-Akobo Basin During the study a lot of data gaps have been identified and indicated in the report. In particular, the obsolesce of the USSR data for the lower basin and incompleteness of the ARDCO-GEOSRV have been mentioned. Since the Master Plan can not be adequately addressed under such circumstances, sufficient emphasis should be given to the collection of the data that are lacking so these data are collected without delay to update the master plan to meet the requisite standard.
