Baro-Akobo River Basin Integrated Development Master Plan
Final Report - Executive Summary | May 1997 | Prepared for Ministry of Water Resources, Ethiopia
Key Findings
- Basin area: 76,000 km² in southwestern Ethiopia with population of 2.2 million (1997)
- Significant hydropower potential (>1,500 MW) and irrigation potential (480,000 ha net)
- Proposed development scenarios with investments ranging from $2.5-$5.3 billion
- Recommended focus on soil conservation, rainfed agriculture improvement, and water resource development
1. Introduction
Project Background
Commissioned by Ethiopian government as one of twelve national basin master plans. Conducted by TAMS Consultants (USA) and ULG Consultants (UK) from 1995-1996.
Study Area
- Located between 5°-10°N and 33°-36°E
- Divided into upper basin (cool, moist highlands) and lower basin (warm, humid savannah)
- Major rivers: Baro and Akobo (tributaries of White Nile)
2. Resource Base
Water Resources
Basin | Catchment Area (km²) | Mean Annual Runoff (Mcm/year) |
---|---|---|
Baro | 30,004 | 12,784 |
Akobo Upper | 6,036 | 1,774 |
Gilo | 12,815 | 3,224 |
Total | 75,910 | 23,237 |
Natural Resources
- Agriculture: 554,000 ha cultivated (97% in upper basin)
- Forestry: 2.2 million ha (over half of Ethiopia's remaining forests)
- Wildlife: Declining populations due to habitat loss
- Minerals: Gold, platinum, and iron ore deposits
3. Development Options
Hydropower Projects
Project | Size | Capacity (MW) | Cost per kW (US$) |
---|---|---|---|

V | Large hydropower & commercial irrigation (recommended) | 5,255 |
Recommended Scenario V Highlights
- Hydropower projects: Geba A, Birbir A+R, Baro A, Kashu, Sor (total 1,015 MW)
- Irrigation development: 116,000 ha (mix of commercial and smallholder)
- 63.7% of investment in hydropower, 36.3% in irrigation
- Implementation period: 1996-2035
5. Implementation Strategy
Phased Approach
- Phase 1 (5 years): Program Coordination Unit for planning and studies
- Phase 2: Autonomous Baro-Akobo Basin Water Management Authority
Key Recommendations
- Immediate soil conservation and reforestation programs
- Improvement of rainfed agriculture as top priority
- Feasibility studies for Geba A and Baro hydropower projects
- Development of Baro Right Bank irrigation as first new scheme
- Strengthening of institutional capacity
