The  commencement date for Contract  1E  was  13th April 1978  and   comple tion was  due ,   16  weeks  from  that date, on  3rd August  1978.    The  previous Quarterly Report 
to  31st May   1978  described the disappointing progress due"problems  with labour and difficulties encountered in excavating the building foundations.    With  the assistance of the  Dngineers  Repres entative the Contractor has in the last quarter produced what appeared to  be  a  realistic programme  to  achieve completion of the  Works  by  14th 0ctober  1978.    At  the end  of  this  reporting period  progress ig,  on  average five   we eks behind the revised schedule  so  that at present rate of working the  approximate  completion dates  for  the  individual buildings will be  as  fo1lows :

Tho   roas one for  the further delays  in this contract are primarily the  shortage  of materials,  particularly formwork timber and  cement,  and inadequate numbers  of trained supervisory staff. By   tho  end  of the roporting period payments  total1ing Birr 208,578.80,  from  which  rotention of Birr 10,428,94 was   de duc tod,  had been certified by the Engineer as due  to  the   Contractor.    This amount  represents  21.6% of tho  Tender  Sum   (Birr 965,873.03). 
2.      Contract 1K         External  Works   for the   Project  Supervision Buildings (ontrac tor:  Berta Construc tion  P.L.C.) 
i)    Cons truc tion 
1he  commencement date for this   ontract was  13th April 1978  and  the Contract Period  16  weeks,     Completion 
was  therefore due  on 3rd August  1978.     Progress has 
been minimal  as  the majority of the  items must  be imported.    The  local availability of sewer pipes and  cement  (although supplies are frequently interrupted) should not have  precluded the Contractor from  making progress  on certain parts of the  work.    However  the reason for delays  on Contract  1£  are also pertinent 
to Contract  1K.     By  the  end of the reporting period, 
a   start had been made  on  the  earthworks for the  water reservoir.   Completion of the Contract is now  estimated 
at 30th   November  1978.

11)   Rodesign  and  Variations 
The  diamo ter of the main  sewer has been increased from

By  the  end  of the  reporting period,  payments  totalling Birr 327,189.77,  from  which  retention of Birr  16,359.44 was  deductod.  had  been certified by  the  Engineer  as  due to  the Contractor.   Although this  amount  represents 4l4g%    of  the  Tender  Sum   (Birr 743,469.00),  1t  is  for  Bill

Contract  2A   -   Melka   Sadi    Weir    and   Headworks  (Contractor National  Engineers   and  Contractors  P.L.C.) 
i)    Construc tion 
The    c ommencement date  for  Contract  2A   is  22nd  May   1978 
and  the  Contract  Period is  100  weeks,  with  the  requirement that  water delivery  through  the   he adworks starts after 
67  weeks.    The  Contractor has  mobilised  quickly  and  has 
made  good  progress  on 
the  construc tion  of  the  Awash 
diversion channel.    By   the  end  of  the  reporting period,

65000m   of matorial had  boen  excavated  (65%  complotion). In addition the Contractor had  excavated  500Om    of 
rock for use  ln the weir,  and 4000m of Eravel  from downstroam  of the weir for crushing and  screening for  concroto  aggrogate .        (Refer  to Anex  1 for progress chart) 
The  Contractor has  also  beon  WOrking  on  the  cons tråc tion of hi.s   camp, workshop  and office facilitieB. 
ii)   Redosi gn  and    Variations 
Tho   stability of the weir profile was   che cked by tests on    1 1/36  scale model  at Southampton  University,  U. K. 
The  tosts  formed  part  of  a    general  programme  of  model 
testing of rockfill weirs being carried out on behalf 
of  the  Consultimg  Engine e:t. As   the  weir profile  was completely stable upto  a discharge  of 1700m/8 
( the maximum   design  discharge  being 700m/s) modifications are  unnecessary.    The  tests did  however  reveal   unaccept able flow patterns upstream of the     cour culvert gate 
wel1  resulting in  the  formation  of  a   deep  scour hole, More   acceptable  flow  conditions  were  obtained  by 
re-0rientation of the  Scour  culvert,  deletion of  the rockfill nosine,  relocation of  the  gate  we11    doWns tream and re-design of the  intake head.    These  modifications are  being incorporated  in the  working  drawings. 
iii)   Contractual  and  Financial 
By  the  end  of  the  reporting period  the  Contractor 
had  produced  the  Advance  Payment  Guarantee  Bond  but  not the  Performance  Bond  and  the  Insurances  required  under the  Contract.    Under  the  Conditions  of Contract,  only the  Advance  Payment  Guarantee  Bond  need  be  submitted before  the  Advance  Payment  is  disbursed,    However  the

The  commoncement date for Contract  2B   is 22nd May 1978  and  the Contract Period is  150   we cks.   The Contractor has mobilised quickly and has  made  good 
progress  on bush clearing, setting out  and  c ons truc ti on

an: the Contract Period is  150  weeks.     The  Contractor  has made  a   slower start to mobilisation as  a   result of 
COncentrating his efforts  on Contract  2D.

i)   Construction 
The   commencoment  date  for  Contract  2D   is  14 th June  1978 and  the  Contract  Period is  60  weeks.     The  5000m   long scctiion  of  dyke  at  the  northern  end  is  to  be  conpleted within  22    we eks i.e.  by  8th  November  1978.     The  Contractor mobilized  reasonably quickly and  by  the  end  of  the 
reporting period  good  progress  had  been  made. 
(16,4¢%   of  the   to tal) of fill had  been  placed  and  compacted. Howover   tho  Contractor's  compaction  techniques  are  not entirely satisfactory, particularly the  watering and 
mixing  of  the  fill  to  achieve  uniform moisture  distribution prio    to  compaction.    Consequently  compaction  trials 
are  aov  being carricd  out,  supervised  by  the  Enginee.

in producing  the  Advance  Payment  Guarantee  Bond 
precluded  the   Engine er from  certifying payment  of  the Advance  Paynent  to   the  Contractor.    This delay in obtaining  the  Guarantee  Bond  has  resulted from  policies adopted  by  the  National  Bank  of Ethiopia.    The  problem has  now  been virtually resolved  and it is anticipated that  the  Advance  Payment  Guarantee  Bond  will  be   submitted by  8th September  1978.

Upon  acceptance of  the se recommendations,  the AIP  office obtained  three  quo tations  for  the  supply  of  the  250  KVA generators.   After assessing the quotations,  the   Engine er!s Representative advised the Client that an order should be placed  for  Petbow  generators  to  be  supplied  at  a   cost  of Birr 62,748.38  each.    The  order for  twO   machines has already been  placed,  the  anticipated delivery date for which is  mid-November, 1978.    These  machines  will  serve 
all the  supervision housing.    An  order for the  third machine will be  placed shortly. 
AIP  staff have  prepared designs  for  a    permanent  generator house  to  serve initially the  supervision housing and eventually,  the entire  Pro ject Operations  Gentre. 
3.     Electrical Distribution System 
The  Consulting Engineers  have  prepared   drawings, speci fications  and bill of quantities for all electrical distribution works ,   taking into account  the phased 
installation which is required. 
Tender documents  for that part of the distribution system required for Contract  1E  supervision housing,  inc luding switchgear for  the  eventual total  sys tem, are currently being prepared  by  the  AIP  0ffices.    The se  documents 
will incorporate  the Consulting  Engine er!s specifications and bills of quantities.   It is proposed to invite tenders  from: -

Preparation of designs  and  specifications  are  currently in progress  for  the  remainin£  section of  the  system required  to  complete  the  total installation for  the Project Control  Centre  (see  Sectiom D2).

A Preliminary Tender Asses sment Report has been prepared by  the Consultinge  Engine ers.   Following 
discussi ons wi th the Executive Project Director,  a Principal Contracts Engineer from  the Consulting Engineers is currently visiting Ethiopia to investigate in more  detail the present commitment  of the Tenderers, to ascertain the ir future  organizations and  any plans they may  have  for  strengthening these in the near future,  in order  to  assess  their potential for  carrying out  future  work, Upon  completion  of his visit,  the Consulting Engineers will make   their final   recommend ations  to  AVDA.       The  validity of  the  tenders  expires 
on 30th September 1978.

The  State  Farms    Develo pment  Authority have  been  kopt informed, through   AVDA,   of  the se  proposals  since  their finalisation in late  1977.    However,   at  a  mooting vith

the  Resident Engineer  and  AVDA   in August  1978,  SFDA representatives  tabled  a   list of housing requirements which  indicated  a   far  greater proportion of  lower  class housing  than  that originally envisaged  by  the  Consulting Engineers.    A further meeting is therefore proposed 
with  SFDA  in  the  immediate  future  to  finalise  the  scope of Contract  4c.     At    a    previous  meeting in July,  the locations  of  the  State  Farm  Headquarters  and Satellite Vllages were  agreed.

A Financial Expert  and  a   Plant  Management  Expert  are

Organization 
The   or ganization chart drawn  up  at  the  early s tago  of the  project preparation is  officially in  operatdon. However,   this chart is being rationally revised in the 
1ight  of  the  present  scope  of  the  vork  tnd  manpower 
needs of the  project.   The   administrative  soction of 
AIP  has  provided  an  organization  and  manpover  chart  for the administrative  services  taking into account  prosent and  near future  manpowOr  neods  and  tho  linos  of administrative command.     (Sec Annex  5).   The ne chart defines  relationships  and  lines  of  nuthority  betveen 
the  AIP    Pro ject  office,  the  Consulting Engiaeers  nd 
the  different  a dministrative  func tions.    To  coplete 
the  project  organogram  a   similar chart  has  been  developod for  the  Engineering  and  Technical  services  of  AIP.

As   is  indicated in the  above  table  the  recrui tment 
of  sixty four  employees  is  pending  the  approval  of  the 1971 fiscal year  (Ethiopian Calendar)  budget.    The 
labour  market  for  some  professions  is  so  tight  that 
the project is unable  to find experienced candidates 
for employment,  for example  the  recrui tment of a 
Contracts  Engineer.    Many  experienced candidates willing 
to  join the project were unable  to obtain resignation papers  from  the organizations they work for because  of government policy. 
Consequently the relevant  au thority within the Ministry 
of Agriculture must  give  serióus consideration to  the 
long-term policy with regard to establishing a  project implementing agency.    The  Amibara Irrigation Project 
is building a  cadre of professionals.  To  maintain this group intact there  should be  an ins ti tutional guarantee 
O1     permanence  and  each staff member  should  be  convinced that he/she is building a   career.    Otherwise  the experience acquired  from  this  pro,ject will  be  dissipated with  staff turnover.
