PREAMBLE
1.       General
The Contractor's attention  is drawn  to  the Description  of Works, Conditions of Contract,  Specification  arid  Contract Drawings,  which  are to be read in conjunction with the Dills of Quantities.
This Preamble has been  prepared  in  order to  assist the Contractor in pricing  the Bills of Quantities and  to  serve,  as a guide to  the measurement in the Bills.
2.       Application of Preamble to Additional Work
The clauses of the Preamble will apply  to  any  additional or varied  work which  the Contractor may  be required  to  execute under this Contract except where specificaally varied therein.
3.       Decimal System and Currency
All    sizes,    quantities    and    sums    of    money    have    been    entered    in    the    Bills    of Quantities with, where relevant, a full stop in the decimal position.
The unit of currency used in this Contract is Birr. The Tenderer shall enter in the amount the extension of the rate multiplied by the quantity to the nearest Birr. For this purpose fifty cents shall be considered ns one Birr.

4.       Method of Measurement
The following  Bills of Quantities have been  measured  generally  in accordance with  the main  principles (but not in  detail) of the “Standard Method  of Measurement of Civil Engineering  Quantities” (with  Metrication 
Addendum)     published     by     the     Institution     of     Civil     Engineers,     London,     1971 
reprint.
The Works as executed will be measured for payment in accordance with the
method adopted in the Bills of Quantities and under the items therein set
forth notwithstanding any custom t.o the contrary. The net measurement or* 
weight of the finished work in place will always be taken except where
otherwise specified.
No  allowance will be mude for waste,  lups,  cutting,  etc and  no  deduction will,  be made for grout nicks,  joggle holes or i*oumknl arrises or for linkages or for fitting ironwork etc.

to5.      Rates and Sums to be for Work Complete
5.1    Notwithstanding    any    limits    which    may    be    implied    by    the    wording    of    the individual    items    ,    and    or    the    explanations    in    the    Preamble,    it    is    to    be clearly     understood     by     the     Contractor     that     the     rates     and     sums     which     he enters     in     the     Bills     of     Quantities     are     to     be     for     the     work     finished complete    in    every    respect;    he    will    be    deemed    to    huve    taken    full    account of      all      requirements      and      obligations,      whether      .      expressed      or      implied, covered    by    all    parts    of    this    Contract    and    to    have    priced    the    items    herein accordingly.       The       rates       and       sums       must       therefore       include       for       all incidental     and     contingent     expenses     and     risks     of     every     kind     necessary     to construct,     complete     and     maintain     the     whole     of     the     Works     in     accordance with    the    Contract,    also    the    Contractor    shall    be    deemed    to    have    allowed    in his      rates      for      all      labour,      materials      and      plant      required.      Full      allowance is    to    be    made    in    the    rates    and    sums    against    the    various    items    in    the Bills     of     Quantities     for     all     costs     involved     in     the     following,     inter     alia, 
which are referred to and/or specified herein.

temporary fencing, watching and lighting; paying fees and giving notices to Authorities;

completion; .....
(xiv)             providing, transporting to Site, setting to work, operating 
(including all fuel and consumable stores), maintaining and 
removal from the Site upon completion all constructional plant
and equipment necessary for the execution of the work' arid 
including the cost oC all tests and other requirements in 
respect of such plant and equipment;
(xv)              the recruitment, bringing to and from the Site, accommodating 
and feeding and all incidental costs and expenses involved in
. the provision of all necessary skilled and unskilled labour and 
supervision;
(xvi)             the transporting, handling, loading and unloading of all
materials and equipment.
Items against which  no  rate or sum is entered  by  the Contractor,  whether quantities are stated  or not,  will not be paid  for when  executed  but will be regarded as covered by other rates in the Bills of Quantities.
The quantities for work  and  materials stated  in  the Bills of Quantities are not to  be considered  as limiting  or extending  the amount of work  to be done or materials to be supplied by the Contractor.
Rates and Sums to Bear Proper Relation to Work
The rates and  sums entered  by  the Contractor against all items in  the Bills of Quantities must bear a relationship  to  the cost of carrying  ouL the work  described  in  the Contract; all on-costs and  similar charges which  are applicable to  the Contract as a whole ure to  be spread  over all the rates in  the Bills whilst those which  apply  to  particular sections of the Contract are to  be spread  only  pver the items to  which  those.sections refer.
Breakdown of Rates
The Contractor shall,  when  directed  by  the Engineer,  submit detailed Supplementary  Schedules breaking  down  the rates for composite units of work  in  the Bills of Quantities into  their component elements in  such detail ns nuxy be required by the Engineer.
Definitions
Where the word  "Allow" is used  in  any  item in  the Bills of Quantities,  it shall bu  taken  to  mean  that thu  sum entered  by  lhe Contractor' shall cover

10.     Provisional and Prime Cost Sums

Provisional    and    Prime    Cost    Sum    items    will    be    dealt    with    as    provided    for in the Conditions of Contract.
11.     Payment of Items Measured on a Weekly or Monthly Basis
Payment under items which are measured on a weekly or monthly basis will
not be commenced until the full facilities or measures described in the
items and the Specification have been provided to the satisfaction of the
Engineer. Payment will continue until such time as the Engineer shall
signify that the facilities or measures are no longer required.
Payment will not be made for any  period  of time beyond  the completion date,  entered  in  the tender except for such  extension  of time as may  be grunted by the Engineer.
12.      Interim Payment of Lump Sum for Permanent Work
Interim payment for items of permanent work priced as lump sums will be made on the basis of the estimated percentage completion of the work at
the time to which interim measurement relates.
13.      Payment of Sum Items in Bill No. 1
Payment under the items for Performance Bond and Insurances uill Ea .muleH. Clearance of Works Areas
Payment for general clearance of the area of the Works uridex*  the relevant items will he made whether or not there is any  vegetation  or obstruction on  the areas designated  for clearance.  Clearance shall be measured  to the limits shown on the Drawings or as directed by the Engineer.
The rates shall be deemed to include the demolition and removal off site
of existing buildings as directed by the Engineer, the destruction by 
poisoning or burning of termite nests, the disposal of all unwanted 
vegetation and rubbish and for the protection of existing trees as
directed by the Engineer. ‘ :
Clearance of the areas required by the Contractor for temporary works, 
borrow pits, and the like will not be measured and the cost will be
deemed to be included in the appropriate items in the Bills of
Quantities.
15.    Stripping Topsoil
The basis of measurement for .stripping  topsoil will,  be the net volume of the voids formed  by  the removal of the material from within  the limits of payment. The limits of payment are:-
(i)
the original surface level as surveyed and ugreed with Engineer prior to excavation.
(ii)               the final excavated surface level approved by the Engineer and surveyed and agreed with by the Engineer.

on the excavated surface as shown on the druwings.
The rates are to include all costs and contingent costs for removing the topsoil, stockpiling away from the area of construction and respreading over the area of the site on completion of the Works and tidying up to the satisfaction of the Engineer.
16.    Excavation
The basis of measurement for excavation quantities is the net cubic content on the voids formed by the removul. of the material from within the limits of payment; the limits of payment are!-

18. Concrete
The volume of each  class of concrete will be measured  net to  the lines shown  on  the Drawings or to  such  other lines as the Engineer may  direct. The rates for concrete shall include for forming  construction  joints and contraction  joints,  keyways,  and  all incidental work'.  The rates foe concrete are not normally  to  include for formwork  unless it is specifically  included  in  the wording  of the item in  the Bills of Quantities•
The    cost    of    filling    overbreak    in    rock    with    concrete    will    be    deemed    to    be covered in the rates for excavation in rock.
The cost of filling  overbreak  in  soft ground  with  concrete,  in  the bottom of excavations or elsewhere as directed  by  the Engineer,  will deemed  to be included in the rates for soft excavation as specified.
The'extra     cost     of     placing     concrete     around     reinforcement     will     be     deemed     to be covered by the rates for reinforced concrete.
In  the measurement of concrete no  deduction  will be made for chamfers and fillets less than  or equal to  50mm by  50nun,  rebates of 50mm maximum dimension  or less,  nosings,  bolt-holes,  waterstops,  jointing  material, reinforcement or pipe work of 150nun o.d. or less.

. the cost of control testing throughout the period of concreting and for the testing of concrete and remedial work ordered by the Engineer consequent upon the results of control tests
falling below the minima specified.

and    the    number    of    mixings    of    each    class    of    concrete*    used    in each section of the Works and Temporary Works.
If items for concrete work  are described  as " to  include for formwork” or " including  formwork” the rates for concrete are to include also  for the works and  labours described  in  the clause for Formwork herein.

19. Formwork
The rates for formwork  shall include for the provision  and  removal on completion  of all materials,  for setting  up  true to  line and  level, supporting,  coating  with  mould  oil,  stripping,  cleaning  and  preparing  for re-use and,  except where separate items are provided,  Cor forming batters,  curves,  chamfers,  fillets,  splays,  nosings,  skewbacks,  grooves and boxouts and the like. Similarly no payment will be made for arrises.
Upper surfaces of concrete which require the use of wood flout or steel
trowel to Corm u smooth finish shull not be measured separately.
The rules for formwork  shull be deemed  to  include for nil cutting  to receive grouting  and  other pipes,  channels,  bolts,  witx-s and  other fixtures,  to  be built into  the concrete us required,  but no  deduction from the measurement shull be mude in  respect of such  holes where the maximum dimension is ‘less than Odim.

IIP - I)
I20 Reinforcement
Steel rod reinforcement is measured as the net computed weight according 
o tie sizes and shapes shown on the Drawings, allowance being nude where
necessary for laps, hooks and bends.
The rates for steel rod  and  mesh  reinforcement are to  include for supplying,  transporting,  storing,  cleaning,.  cutting,  all labours in working,  distribution  to  the various parts-of the Works,  fixing  in position  and  supporting  and  for the use of binding  wire,  and  for welding where indicated.
The weight of steel supports,  spacer bars and,  ties,  but excluding stirrups and  binders,  used  to  locate and  hold  the reinforcement in  place is not included  in  the quantity  and  the cost of these will be deemed  to be covered  in  the rates.  The rates shall also  include for the supply  and 
fixing     of     cement     pads     and     any     other     measures     necessury     to     ensure     the correct disposition of the reinforcement in the Works.
The    measurement    of    mesh    reinforcement    will    be    net    and    the    rates    are    to include for cutting to waste and overlaps.
21.    Precast Concrete
Except where otherwise provided, the rates for precast concrete work are
to include for all relevant costs described in the .clauses for
"Concrete", "Formwork" and "Steel Reinforcement" herein. In each case, 
the rates are to include for lifting, handling, storing, transporting, 
hoisting into position, fixing, bedding and any specified jointing.

22.    Bloclcwork
The basis of measurement of bloclcwork  walls shall be the overall area of the walls measured  in  plane elevation,  no  allowance being  made for set backs, recesses and ribs.
The rates for concrete blockwork  walls are to  include for casting  all hollow and  solid  blocks to  the sizes specified  or shown  on  the drawings, all handling,  laying,  bonding,  tieing,  plumbing  angles,  building  into  or against adjacent work,  cutting  or forming  chases or grooves,  building  in or cutting  and  pinning  in  and  making  good  ends of lintels.  Limbers, steelwork,  pipe holderbuLs and  the like,  building  in  or cutting  holes for und  making  good  around  pipes,  raking  out,  pointing  and  any  preparation  of surfaces to  receive finishes where the cosL  of this work  has not bunn included  elsewhere.  Concede filling  to  blockwork  walls shall lx? paid for separately on a squure measure Busis,
BP - 1023.     Stonewalling
The basis of measurement of stone walling  shall be the overall area oi the walls measured  in  plane elevation  to  the lines shown  on  the Drawings or as directed  by  the Engineer.  The rates shall be deemed  to  include the cost of dressing  the stones,  selecting  quoin  stones and  stones tor facework, making face jointe, forming arrises etc.

24.     Asbestos Sheeting 
•
The basis’ of measurement for roof sheeting  will be the area on  plan covered  by  the roof.  The rates will be deemed  to  include fixings,  laps, joints, ridge pieces, and plates, screws and wushe.rs, etc.
25.     Timber for Roofs etc.
The  basis     of measurement for the            timber    in roofs will be:-
a)     the     number     of     roof     trusses     in     the     building.     Areas     not     covered     by roof     supported     on     trusses.     (e.g.     porches,     laundry     rooms,     car     ports etc) will be measured under separate items.
b)       the length of principal rafter size stated on the drawings.
The rates for roof structures will be deemed  to  include all purlins, ties,  braces,  bolts,  mild  steel cleats,  steel nails,  steel straps,  rag bolts etc.
The rates for timber shall include for all handling  labours and  waste, fot all chamfers and  nosings and  for all anti termite and  preservative treatment, including painting, except where otherwise provided for.
26.     Insulation
•     Insulalion     will     be     measured     as     the     net     area     of     insulation     laid     over ceiling     framework     between     roof     trusses.     The     rates     shall     be     deemed     to include      all      costs      and      contingent      costs      for      supply,      handling,      laying, cutting and waste.
27.     Curpentry and Joinery
Timber ceilings will be measured  to  the sides of wulls as shown  us the Drawings.  The rules shall include costs for nil Lattens,  cornices, treatment of the materials with  anti termite preparation  und  for all. materials plant and labour necessary for fixing the ceiling in place.
The rates for doors and  windows shall be for the units complete and deemed  to  include all costs for wood,  aluminium,  putty,  gluss door und window furniture, pxinl, locks und keys etc. as specified.
IIP - I I28.   Plastering, Rendering and Tiling
The basis of measurement for plastering, tyrolean rendering and tiling 
will be the area of work measured in plane elevation.
The rates shall be deemed  to  include all costs and  contingent costs fox* cleaning  off and  dampening  the buckground  surfaces before application  of finishings,  all temporary  rules,  screeds,  templates and  supports,  work  in small quantities and  narrow widths and  for making  good  or cutting  around bolts and  the like,  dowels,  pipes,  ducting  and  fittings,  for working  at any  height,  all square and  rounded  edges,  quirks,  square and  splayed  fair edges and making good up to frames, skirting, etc.
The rates for tiling are to include for straight, raking and circular cutting.
29. Water Supply Drains and Sanitary Installations to Buildings
Pipework for plumbing will be measured in-situ along the centre line.
Water supply  pipework  in  buildings will be measured  from a line 500mm outside the building  concrete ground  slab  to  the appliance connections over all pipe fittings, short running lengths and branches.
Drain pipes will be measured between external faces of trapped gullies and inspection chambers and appliance connections. The limit of
measurement for drains in buildings shall be the first inspection chamber in the line outside the building and pipework between inspection cliaiubers
which are directly connected to sanitary appliances, trapped gullies etc.
The?rates for Water Supply and Sanitary Installations shall include:-
(i)
the cost of the design of the building water supply, waste
water and soil systems to the satisfaction of the Engineer.
(ii)               all bends, tees, tapers, swan necks, short lengths, couplings, 
jointing tape, fixing brackets, holder Kits etc.
(iii)              all hot and cold water taps, shower roses, plugs, chains, mid 
other fittings to sanitary appliances.
( lv)                ull screws, wall plugs, timber packing etc. used for fixing.
The rates for sinks,  sanitary  fittings and  the like shall IncLudo  ull costs for bundling,  storing  und  fixing  into  jxjsil.iun  Lu  the satisfaction of the Engineer.  Sinks,  Imsins and  urinals shall include Lrupjiol outlets all 37mm outlet pijxiwork und connewldun to the 100mm main drain.

IIP - 12111111111130.      Painting and Protective Coatings
The rates for painting  and  coating,  whether measured  separately  or included  in  other items,  are to  include for all temporary  staging, ladders und  the like,  protecting  adjacent work  against splashing, providing  adequate protection  to  the work  being  painted  against dust, spray  and  other foreign  matter,  for all preparation  and  priming,  carrying out the work  in  colours und  multi-colours to.  the requirements of the Engineer,  cutting  in  edges,  washing  off stains and  leaving  the whole ol the work to the satisfaction of the Engineer.
The Contractor is to  allow in  his price for general painting  materials the cost of labour und  materials necessary  for the preparation  of stuuples to be approved by the Engineer for colour. »
The rates for painting  of steel and  ironwork  shall include for all scraping,  wire brushing,  cleaning,  oiling  or coating,  and  painting  as specified,  and  the rates for the painting  of Limber shall include for the cleaning  and  removal of all deleterious matter from the surfaces to  be painted,  and  all knotting,  stopping,  rubbing  down,  priming  and  painting as specified.  The rates for painting  shall also  include for all oils, white spirit,  paints,  driers,  red  lead  and  compounds,  and  every  other expense or labour that may  be necessary  to  complete the work  in accordance with the Contract Documents.
The     rates     for     decorative     painting     are     to     allow     for     applying     the     final coat of paint immediately prior to handing over any section of the work.
31.   Electrical General
The rates in  the Bill of Quantities for electrical installations shall include for the supply  (where stated),  taking  delivery,  storing, handling,  placing  or fixing  in  position  (including  all fixings and accessories),  circuit wiring  including  fixing  to  walls und  ceilings und any  necessary  holes therein,  making  all electrical and  mechanical connections to  other items of the installations and  currying  out all tests required  by  the specification  in  the presence of und  to  the sutisfuclion of the Engineer.
32.     Cable Terminations
The rules for cable terminations shall include for supplying  nil Jointing materials (according  to  type- of cable described),  compression  glands und seals etc, i und Cor all work in forming the terminations.
33.     Cable in Ducts
Thu  rates for drawing  rabies through  ducts shall include for running  mil und  drawing  the cables through  ducts and  sealing  ns descrilnd  in  Ila hjxjci flcatlou.
IIP - 1334.     Distribution Boards

The     rates     for     lighting     fittings     shall     include     for     fixing     the     fitting     and supply of tube or lamp as necessary.

39.     Conduit Entries

IIP - IG43.    Daywork Rates
Sub-Lill Ni'. C (hereinafter called the "Dayworks and Provisional Sums
Dill") includes provisional stuns for use when work is executed on it
daywork basis in accordance with cluuse 52(1) ol. the conditions ci

43.1  Labour
Payment inrespect of labour employed on a daywork basis shall be the net
amount f wages arid shall be ut the rates given by the Contractor in 
Schedule A to the Bill of Quantities.
The ‘net amount of wages* means the uggregaLe of Hue individual umounLs
calculated by multiplying the actual tiiiic worked by each workman by the
nonnal basic rate of puy (excluding bonuses, daily travelling allowances, 
tool, allowances and the like) applicable to him at the time the day work 
is executed.
Overtime rates shall apply  only  if work  during  overtime is ordered  by  the Engineer or if the overtime occured  within  the normal hours worked  by  the contractor,  us approved  by  the Egineer overlive shall be paid  for in  the same proportion as is paid to the labour.

IIP - 173he net cost of materials" means the net cost of'  such  materials delivered  by  the supplier to  store or stockpile on  the Site.  The cost ol‘ taking  the materials from the store or stockpile on  the Site to  the place where they  are used  sliall be paid  for at the appropriate daywork  rates for labour and Constructional Plant.
The "Percentage addition" shall cover the Contractor’s costs in  takiiig delivery  and  putting  into  the store or stockpile,  storage,  overhead  and all other charges and  costs in  respect of or incidental co  Lhu procurement and handling of such materials.
42.3   Constructional Plant
Payment in  respect of Constructional Plant employed  in  the execution  of work  on  a daywork  basis shall be at the rates given  in  Schedule A to  the Bill of Quantities.  The rates shall be exclusive of drivers and attendants but inclusive of fuel,  consumables stores,  overheads urid profits.
Such  rates sliall apply  to  Constructional Plant already  in  the project area at the time of the relevant Engineer’s order in  accordance with Clause 52(4) of the Conditions of Contract whether owned  or hired  by  the Contx-actor.  The time for which  Constructional Plant is broken  down  or during  which  it is being  serviced  shall not be measured,  nor shall,  that of any  labour or other Constructional Plant which  is unable to  work  by reason of such breakdown or servicing.
44.      Payment For Medical Arrangements Contractor’s Office and Staff
Accommodation arid Stores
Payment of 90% of the sums entered  against Bill No.  I for medical facilities,  contractor’s office,  and  staff accommodation  and  stores will be imide when  the facility  has been  provided  complete to  the satisfaction of the Engineer.  The remaining  10% of each  sum will be paid  when  the contractor has fulfilled  his obligation  to  remove the facility  and reinstate the site or to  puL  in  good  condition  and  hand  over to  the Employer, as n*ay be required.

PROGRAMME AMD METHOD OF WORKING
Progrmmiie Outline
Details of the Tenderer’s proposed  prognmuue from the date of receipt of the Engineer’s order to  commence the Works shewing  elapsed  time in  weeks to  and duration of each operation of significance to the Tenderer.
Such  prograjiune shall show,  inter alia,  elapsed  periods from the date of receipt of the Engineer’s order to  commence the Works Lo  the establishment of Contractor’s offices and  senior staff on  Site and  for commencement of Permanent Works on Site,
The Tenderer’s programme should  be accompanied  by  a note explaining  to  whuL extent it depends on  rain  seasons and  how it would  be adjusted,  if at all, according  to  the actual date of the order to  conunence the Works.  It is not intended  that this programme will be incorporated  in  the contract us the programme to  be supplied  in  accordance with  Clause 14  of the Conditions of Contract except to  the extent that it may  be stipulated  by  the Tenderer or agreed between the Tenderer and the Employer.
