We have pleasure in submitting herewith our Financial Proposal, in one original and four copies, for the consultancy services required for the Preparation of Detailed Designs and Tender Documents for Phase II of the Amibara Drainage Project, followed by a Project Preparation Report and Environmental Impact Assessment. The Technical Proposal has been submitted under separate cover.
This proposal will be held valid for a period of 60 days from the closing date for receipt of proposals. If, for any reason, WRDA would need an extension of that period we will in principle agree with it at the request of WRDA.

1 • The cost estimate for Consultants' staff is based on time actually ’n
Ethiopia plus one travel day at the beginning and end of each assign
2- The cost for vehicles, computers and software and office equipment is 
Consultants' estimate and is not fixed. For vehicle procurement pru en shopping procedures will be followed in accordance with the Client s requirements.
3.           One month for a survey crew and equipment is anticipated in the financial offer. During the Inception Phase possible additional survey requirements will be assessed. The additional requirement will be charged at ETB 6,400 per mont per survey crew.
4.           The government shall grant to the Consultants and members of their staff (with exception of locally recruited nationals) the following privileges and immunities.
i)
exemption from immigration restrictions, for themselves, their spouses 
and their family dependents;
ii)
privileges to import free of taxes and duties reasonable quantities of
personal effects and belongings as may be required during their period of
residence in Ethiopia;
iii)
privileges to bring into country reasonable amounts of foreign exchange
for the execution of the study and for their personal use, and to make
withdrawals from the amounts imported into the country and, subject to
foreign exchange control regulations, to transfer abroad all sums received
locally as salaries in connection with the carrying out of the study.
The Government shall grant the Consultant and his staff exemption from all taxation, duties, dues or levees or take over all such taxes, duties, dues and levees in respect of:
i)
any payments whatsoever made to NEDECO (DHV Consultants BV) and
any emoluments and salaries received by the staff in connection with the
carrying out of the services; and
ii)
vehicles, machines, equipment and supplies imported for the purpose of
the study or intended to be re-exported later.5.            The following payment schedule is proposed:
20 % at signing of contract ns mobilisation cost
10 % upon submission of the Inception Roport
10 % upon submission and acceptance of tho Pre-design Roport
30 % upon submission of tho Draft Final Design Report
10 % upon submission and acceptance of the Final Design Report
10 % upon submission and acceptance of the Tender Documents
10 % upon submission and acceptance of the Project Preparation Report

7.            In the financial proposal it is assumed that Consultants' expatriate staff can make use of WRDA accommodation facilities. This may consist of a guesthouse for the short term experts and a house with basic furniture and fixtures for the long-term staff (Team-Leader).
In case no housing can be made available for the Team-Leader Consultants' will rent a house in Addis Ababa. The monthly rate is estimated at ETB 3000; real cost will be invoiced.
8.            A uniform per diem rate is included in the cost estimate for:
NEDECO staff in Addis Ababa or in Amibara
AEC staff in Amibara
9.            Chapters 3 and 6 of the Technical Proposal mention the option of using automated design procedures using AutoCad software.
It will be discussed with the Client whether this option will be annlied nr nn.
