Background and Context
Ethiopia's Agricultural Situation (1970s):
- Population: 28 million (90% rural), growing at 2.5% annually
- Agriculture contributes 50% of GDP and 90% of exports
- Challenges: Soil degradation, small farm sizes (~1.3 ha/family), traditional methods
- Food imports reached 300,000 tons in 1978 due to crop failures
National Irrigation Development
Only about 60,000 ha net area under irrigation in Ethiopia (1980), with major projects in:
- Awash Valley (55,600 ha)
- Mereb Gash (10,000 ha)
- Tessency (10,000 ha)
- Wabe Shebelle (3,800 ha)
